"The quotient 2.7 divided by 14" means

      "How many times can you take 14 out of 2.7 ?"
or
      "How many times can you stuff 14 into a space designed to hold 2.7 ?"

Whichever way you look at it, I'm sure you can see that it's less than 1 .
